This company did my roof 4 years ago and I called them a month ago when I developed a leak. They didn't return my calls so I called someone else. Shingles were missing (probably due to the weather) and there was no paper under the shingles which apparently would have prevented the leak.

We do our best to return all calls both from new and old clients
During extreme Highwinds that exceed the manufactures rating the sealing strips may become unstuck and leave the shingle in a vulnerable state of failure. In our experience this is very rare
Paper underlayment on entire roof surface is an Optional expense item that some clients due to budgetary restraints decline
Simply put if it was part of our contract then it would have been installed
