I was in the same situation as everyone on here, paid up front, 11 weeks with nothing but excuses.
I did get my money refunded, but it was not easy, here is how I had to deal with the owner, this is not legal advice, but I would suggest you consider my experience seeing as we all only find this page after we have paid.
1. She would not answer the phone or return my messages, so keep calling, back to back, 3 or 4 times. You will get her, dont give up, that is what she is banking on.
2. Dont let her 'call you right back' she never does. keep talking.
3. I had to threaten legal action and give her an ultimatum. You must be willing to go through with this if you bring this up. After 10 weeks, god knows I was, I had all the small claims forms printed out and ready to go. She changed her position once I brought this up and agreeded to a refund. Regardless, I was ready to fight it out in court.
4. When you pick up the money make sure you leave with a check or cash. She tried one last 'can I mail it to you' when I went in...it was check or court at that point i had to remind her.
So in the end my blood pressure is a little higher, I lost a little faith in humanity, but I didnt loose any money and I learned the truth behind the phrase 'caveat emptor' (and ALWAYS hit the net for some research before you enter a transaction with an unknown merchant).
