36 hours after storm and still now plow

I'm not expecting immediate service but this is the third time I've waited over 24 hours for them to show up. My driveway barely fits one small car and I paid an annual fee of $512. When I asked for a refund after this happened a second time mid December, they offered me $326.28 as refund and said they pro-rated their first two clears.
Day two of the snow storm and they still haven't come once. Can't get in or out of my driveway. No one answers emails or phone calls. Voice mail isn't set up. When I did finally get through they're actually annoyed that I'm asking for my driveway to be plowed in a timely manner.
