replacing bathroom taps and fixing upflush toilet in basement

Two plumbers came and installed new taps that I purchased in my bathroom. They then went downstairs to the basement to look at my upflush toilet. After pretty well telling me I wasted my money buying it as it only lasts about 11 months. They spent a considerable time down there.
They then went to their truck and sat about 1/2 hr and then came in to tell me how much i owed $415.95 for 2 hours of their time. They did say the upflush toilet need a new pump and washers. They would look into the cost of replacing these items, and get back to me.
