He quoted $35,000 to build a retaining wall (we paid $9000 for survey, engineered drawings, etc. included in the total cost) he filed permits and then when the permitting office asked for $5000 deposit and $5 million insurance he pulled the permits and walked away. We are out $9000 - we can use the survey ($1500 cost) but the rest is money down the toilet. No retaining wall - out a lot of money that we borrowed to build the retaining wall.
