Basement Leak

The plumber seemed to be inexperienced. He charged twice for the diagnostic fees. He initially diagnosed it was the rubber gasket under the toilet bowl, and went, but there was still leak in basement. It was still leaking after, so immediately called him, and he diagnosed it to be another problem (that was the main problem). So why did he charge me twice for the diagnostics? Also why did he not diagnose it correctly the first time. I might not have to replace the rubber gasket under my toilet bowl after all...? So they charged me for unnecessary work.Anyways they were kind enough to refund me some amount (that I honestly appreciate) for the diagnostic fees but as a friendly advice, they need to address the problem reported rather than bringing up another problem to solve.

Also Unfortunately, the new the problem about the toilet bowl shaking the plumber solved, he had used just plastic bags t fill in the holes, and in less than a week, the toilet bowl seems to be shaking again.
