The door to door salesman took advantage of a 92 year old homeowner, with dementia, by selling her a back water valve that she did not need. He left the Purchase Agreement but NOT the terms and conditions, and other paperwork and ignored advice to speak with her children before doing any work. The salesman's 'professional' diagnosis is that the senior is lucid. The senior advises that the salesman told her that the valve wouldn't cost anything because the City provides a Rebate. However, he never applied for a work permit for the work and did a sloppy and unprofessional job. By not applying for a permit, the salesman disqualified the homeowner from the City's Rebate program.
