Will from Baxter construction contacted me expressing interest in my project I advised Will that a permit will be required he assured me that he would obtain one on my behalf as per his text reply on march 10 2024. On April 18 2024 Will proceeded to build without a permit he assured me that it is ok to build right up until the last peace of drywall before a permit is needed I demanded that he stop until he get a permit since then its been a nightmare dealing with him I have often had to contact HomeStars to explain his lack of communication as most times he is unresponsive and most times dishonest with his excuses. After weeks of promise to start the fence he finally showed to install the posts I briefly left work to confront him I told him its best to give me a reasonable refund and forward any application regarding the permit over to me. From the 10,000 I gave him for the build he offered me 3500 to avoid any hostility and dealing with his dishonesty I thought it was best to recoup any funds I could this is no fault on my part and should be entitled to a full 10,000 refund. Will said refund would be available the following day several days went by with no refund or contact to explain why until I had to contact him this has been a very common way Will communicated after I demanded he stop building I finally did receive a partial refund with rest promised the following day since then I have not heard from him or received the remaining refund I am posting a pic of the eye sore in my yard that should never have been started without a permit and should be entitled to a full refund. After calling the city to inquire about any permit application regarding my property they advised that there are none. There is no doubt in my mind that Will had no intention of ever acquiring a permit and would have completed the process leaving me to deal with the consequences afterward I am at a loss in funds and must try to obtain a permit on my own because Will did not do his due diligence it will cost more now to remove and replace to comply with city bylaws All this could have been avoided if Will was honest and professional
